Under mature oak, turf is competing for water and light at the same time and losing both. The response is a higher cut — leaving more leaf surface so the plant can photosynthesise on less light — plus overseeding with fine fescues rather than straight bluegrass, which wants sun it isn't going to get.
Oak also raises a timing issue worth knowing about: pruning oaks during the growing season invites oak wilt, which is present in this part of Minnesota. We don't cut live oak wood in spring and early summer, and we'd tell you the same if you were doing it yourself. Winter is the time.
